Yep, that’s right. Did you know that 66 percent of the mail the SSA sends out contains someone’s Social Security number? This is what the inspector general of the SSA, Kimberly Byrd, says, and I believe it.

How many pieces of mail is this? Over 230,000,000. This situation is problematic.

  • The SSA claims it will cost over $19 million to reduce these mailings.
  • It also won’t happen anytime soon.
  • The SSA can’t even give a time estimation for when these mailings will be cut back, and Byrd says that security should trump convenience.
  • It is not known what percentage of the mail-outs reach their intended addresses, and this includes the not-so-uncommon problem of mail carriers delivering to the wrong address. Imagine that the wrong recipient is also an identity thief, and sees that Social Security number upon opening someone else’s mail…
  • Another reason many mail-outs may end up in the wrong hands is that the addresses are no longer accurate for the recipient.
  • And then of course there is mail theft. Or someone can easily change your mailing address. It’s maddening actually.
  • Though some mailings do require the SSN, others don’t, and many other entities, such as private businesses, have found a way around this sticky problem, though this doesn’t mean they’ve eliminated 100 percent of it.
  • Another plan to help reduce the number of SSNs flying around out there is the use of the Beneficiary Notice Control Number—used on a case-by-case basis, says the Social Security Administration.

Nevertheless, it’s maddening that the Administration has failed to yield a deadline range for these changes. Let’s face it, the SSN is responsible for the judicious handling of our Social Security numbers, and 230 million mailings—without verification that the addresses match the recipients—is hardly judicious.

Think of how often, over the past five years, you’ve accidentally received someone else’s mail. This is common and a gateway for crooks to steal somebody’s identity.

The Fix

  • The SSA should make deletion of SSNs from their correspondence a top priority—and once they do that, things will start falling more together.
  • Revisit the estimated cost it would take to implement the reduction of mail containing SSNs.
  • YOU need to getting a locking mailbox.
  • YOU need to get a credit freeze and invest in identity theft prevention. These two solutions make your SSN relatively less attractive to a thief.

What are Consumer Reports?

You’ve heard the term “consumer report.” Many times, I’m sure. But do you really know what one is? If you’re nodding your head, would you be able to explain it to a Martian? If not, then you probably do not have a solid understanding of what one is.

12DBut lenders, landlords, creditors, employers and insurers certainly know what a consumer report is, because every time they’re about to deal with a new client, they put themselves at risk.

  • Is he in good health?
  • Will she stop paying her mortgage?
  • Will he total his car?
  • Will she be productive on the job?
  • And more questions abound.

An article on privacyrights.org explains that all sorts of businesses need to assess the risk of every new client. However, it would be quite unwieldy for businesses to sit every potential client down and run through a list of 100 questions, then wonder if the applicant is being truthful.

Enter the consumer report.

  • Credit report: Lenders can see the applicant’s financial status and bill payment habits.
  • Fair Credit Reporting Act: Encompasses entire financial status.
  • Miscellaneous companies are targeting consumer reports specifically for landlords, insurers and employers.

The article explains that the businesses that put together these targeted reports are called consumer reporting agencies. Consumer reports don’t just deal with finances and credit. Other types of reports come from nationwide specialty consumer reporting agencies. These other kinds of reports may detail one’s medical history, employment history, history of insurance claims and check writing history.

You are entitled to a free report every 12 months from a nationwide specialty consumer reporting agency.

  • Make your request to each specialty reporting agency; they act independently of each other.
  • Every agency has a toll-free number.
  • Some agencies allow faxed, mail-in or online requests. For online requests, the agency’s site must provide a FAQ or help page.
  • You are entitled to an update on your request’s status.
  • There is no deadline for the agency to honor your request.
  • The agencies gather information on people from a number of sources such as bankruptcy filings, driving records, credit history, public records of court cases and insurance companies.

Web Based emails Insecurity Leads to Identity Theft

I recently appeared on Fox and Friends to discuss email hacking. Dave Briggs, a FOX & Friends Weekend co-host, lost access to his Hotmail email account when hackers were able to guess either his password or his qualifying question. (He admitted that his password was not as strong as it should have been.) The hackers locked Briggs out of his own account and spammed all of his contacts with a fraudulent email that appeared to be written by Briggs himself, claiming that he was trapped in Malaysia and requesting that someone help him by transferring money via Western Union. Only after persistently contacting Hotmail administrators was Briggs able to regain control of his own email account.

Twitter was targeted by a similar hack, which led to a data breach. It is likely that the hacker guessed the answer to a Twitter employee’s security question and reset the employee’s password. On Wednesday, Twitter co-founder Biz Stone blogged, “About a month ago, an administrative employee here at Twitter was targeted and her personal email account was hacked. From the personal account, we believe the hacker was able to gain information which allowed access to this employee’s Google Apps account which contained Docs, Calendars, and other Google Apps Twitter relies on for sharing notes, spreadsheets, ideas, financial details and more within the company.”

And of course, Sarah Palin’s Yahoo email account was hacked into last year, during the presidential campaign. The hacker explained how easy it was in Wired.

Web-based email rocks! Since you’re no longer tethered to a PC-based client, you can access your email from anywhere. And all the data saved in your email account will be safe if your PC crashes. Many web-based email providers offer gigabytes of free storage and other useful tools like documents, RSS readers, and calendars. Life in the cloud is easier and more convenient. But is it secure?

PC Pro reported on a study run by Microsoft Research and Carnegie Mellon University, which measured the reliability and security of the questions that the four most popular webmail providers use to reset account passwords. AOL, Google, Microsoft, and Yahoo all rely on personal questions to authenticate users who have forgotten their passwords. The study found that the “secret questions” used by all four webmail providers were insufficiently reliable authenticators, and that the security of personal question appears much weaker than passwords themselves. Yahoo claims to have updated all their personal questions in response to this study, but AOL, Google, and Microsoft have yet to make any changed.

Once a hacker has your email address, he or she can simply go to the “forgot password” section of your email provider’s website and respond to a preselected personal question that you answered when signing up for the account. With a little research, the hacker has a good shot at finding the correct answer.

Some of the current questions could be answered using information found on a user’s social networking profile, or through a website like Ancestry.com or Genealogy.com. Some answers might be found in the user’s trash. Some questions seek opinions, rather than facts. For example, “Who is your favorite aunt?” requires an opinion in response, but if a hacker knew the names of all your aunts, he or she could enter them all one by one. Some questions would be more difficult to answer. Unfortunately, if you signed up for your web-based email account over a year ago, before these email hacks became more common, your questions may be even easier to answer.

Gmail’s current personal questions are:

  • What is your frequent flyer number?
  • What is your library card number?
  • What was your first phone number?
  • What was your first teacher’s name?
  • Write my own question

Yahoo’s current personal questions are:

  • What is the first name of your favorite uncle?
  • Where did you meet your spouse?
  • What is your oldest cousin’s name?
  • What is your oldest child’s nickname?
  • What is the first name of your oldest niece?
  • What is the first name of your oldest nephew?
  • What is the first name of your favorite aunt?
  • Where did you spend your honeymoon?

I suggest that you check out the “forgot password” section on your own web-based email account, to see your current personal question. If it’s easy to answer, or would only require a little research to solve, update the question with one that you create based on opinion, as opposed to fact. And keep in mind that most people list “pizza” as their favorite food and “liver” as their least favorite. So be creative. You should also beef up your password. Combine uppercase and lowercase letters, as well as numbers. Don’t use consecutive numbers, and never use names of pets, family members, or close friends.

1. Get a credit freeze. Go online now and search “credit freeze” or “security freeze” and go to consumersunion.org and follow the steps for the state you live in. This is an absolutely necessary tool to secure your credit. In most cases it prevents new accounts from being opened in your name. This makes the SSN useless to the thief.

Bank Robberies Spike, Blame The Economy?

Often I’m called to provide perspective on breaking news as it relates to personal security, violence and fraud. Tonight it was bank robbery. In Boston a white male suspect in his 20’s has robbed at least 4 banks since Feb. 3rd and two of those were done today within a few miles of each other.

In the first, he went up to a teller who was in training, startled, she said she did not have any money in the drawer and he left the bank without trying. Obviously he did not have an alternative plan.

Each time he has passed a note demanding money and implies a weapon, but no weapon is shown.

The local police department talked to the media about how more and more suspects are desperate because of the economy and not experienced bank robbers. They also said that a lot of them don’t care about the survelliance cameras or the jail time that they might face if caught. The FBI and local police departments are investigating these robberies.

In New York City Bank robberies have risen 54 percent compared with last year, with criminals committing more than 430 in the past year, according to the NYPD.

Numerous studies certainly show crimes tends to rise when times are tough. Right now its pretty tough and getting uglier for many. But rob a bank? I know plenty of people who have hit hard times. I can’t think of one who had the epiphany “Today I’ll rob a bank”.

I saw a story recently about a guy who walked out of a grocery store and stole a full a cart of food to feed his family and was caught. He was quoted saying “it was worth the risk to feed my family”.

Illegal, wrong, understandable.

What’s more likely is people who are robbing banks have committed crimes before. Bank robbery is a desperate and aggressive act. Chances are this individual is like most, suffering from addiction, heroin, Oxy-contin, and is desperate for his next hit. People who rob banks have an equal amount of desperation and stupidity as they do huge balls.

I think it’s safe to say that while the economy may have people all jittery, you won’t see many executives from failed investment firms who were laid off go and rob a bank. This person hasn’t robbed four banks to pay his cable bill. He’s a mess.

These arent well thought out, rational, previously employed people. These are people who have been involved in criminal acts their whole lives and this is the next step for them.

I would gather that someone is doing a study somewhere and will conclude that in-fact there is a spike in robberies during hard times. We see the same thing around the holidays. People are emotional, they feel pressure and go a bit nutty.

Why not every bank on earth is equipped with an access control vestibule so criminals are prevented from entering with guns or trapped like this idiot

Nearly 640,000 laptop computers go missing at U.S. airports every year, revealed a report released on June 30 by the Ponemon Institute. Sponsored by Dell, the research explored travelers’ attention to the security of their laptop computers and the data stored on them. For instance, a full 65 percent of business travelers "do not take steps to protect the confidential or sensitive information contained on [their] laptop when traveling on business," according to the report, which went on to note that nearly half (47 percent) of these mobile machines store client, customer or consumer data.

Operation Malicious Mortgage, an effort by the Federal Bureau of Investigation to curb mortgage fraud in the U.S., has resulted in more than 1,400 arrests since March of this year, according to a report dated June 23 in the U.K. financial website thisisyourmoney.co.uk. Following are recent U.S. arrests related to mortgage fraud:

  • Federal officials announced the mortgage fraud-related arrests of 67 people in the Chicago, Ill. area, a June 19thAssociated Press report in Crain’s Chicago Business revealed. Prosecutors alleged that some of the defendants were responsible for identity theft that helped in the obtaining more than $3 million in fraudulent home loans.
  • Mortgage fraud that allegedly resulted in a loss of more than $50 million in Michigan municipalities led federal authorities to charge 28 people there with related crimes, reported the Detroit Free Press on June 19.

Data from the U.S. Treasury Department’s Financial Crimes Enforcement Network has revealed that instances of suspected mortgage fraud have risen by 1,000 percent over the past six to seven years, reported the article in thisisyourmoney.co.uk, which went on to say the FBI’s financial crimes section has seen an 800 percent increase in its case load since 2003.

News outlets reported laptop thefts of comparable concern to security experts but of disproportionate immediate impact to consumers in March. Following are three examples:

  • On March 25th, Computerworld reported that a mobile computer stolen from the car of a third-party contractor to Santa Clara, Calif.–based Agilent Technologies Inc. The computer contained names, addresses, Social Security numbers, and investments-related financial data on current and former employees of Agilent, prompting the test and measurement equipment supplier, according to the Computerworld article, to send 51,000 letters of notification to past and existing employees possibly affected by the data breach.
  • Just days earlier, multiple news outlets reported the theft of a laptop computer belonging to the National Institutes of Health (NIH). Stolen from the automobile of a researcher for the National Heart, Lung and Blood Institute (part of the NIH), the “computer contained information on about 2,500 patients enrolled in a cardiac magnetic resonance imaging study conducted… in Bethesda, Md.,” according to a spokesperson for the NHLBI quoted on March 24 in Government Executive.
  • The March 11thBuffalo News reported that HealthNow New York, Buffalo parent of Blue Cross Blue Shield in the western part of that state, had informed 40,000 members that they were at risk of identity theft; their private data, stored on a former employee’s laptop computer, had gone missing along with the machine, according to the article. Among the data lost were names, dates of birth, Social Security numbers, addresses, employer group names, and health insurance identifier numbers, TheBuffalo News found.

Laptop thefts in the U.K. publicized over the past month have left countless unique data records at risk of further foul play. The government there admitted that it had misplaced or lost to thieves more than 1,000 mobile computers, the Agence France-Presse reported in early March, with 20 percent or more of these having gone missing in 2007.

In a recent example of the hemorrhaging, news outlets reported in February the loss of 5,123 patients’ data records on a laptop computer stolen from a National Health Service hospital in the U.K. In reports last month, the loss of two laptops from the Royal Navy placed another 600,000 unique data records in jeopardy of further foul play.

(BOSTON, Mass. – Dec. 5, 2007 – IDTheftSecurity.com) News reports indicated last week that law enforcement authorities recently arrested a New Zealand-based, 18-year-old alleged leader of a botnet. But he also noted that computer users themselves can do a great deal to thwart criminal hackers’ activities.

On Nov. 30, the Guardian Unlimited reported that law enforcement officials in New Zealand had apprehended an 18-year-old, alleged leader of a botnet hacking ring who went by the online identity of “Akill.” His ring, according to the article, was responsible for the remote control of about 1.3 million computers and the pilfering of $20 million. (Wikipedia defines a botnet as “a jargon term for a collection of software robots, or bots, [that] run autonomously and automatically…on groups of ‘zombie’ computers controlled remotely by hackers.”)

On the same day, Computerworld ran an article covering the events in New Zealand. Computerworld’s report further revealed that the arrest of the teenager was part of Operation Bot Roast, an FBI effort to crack zombie computer rings by working with law enforcement agencies worldwide.

“The FBI’s success in bringing criminal computer hackers to justice is to be applauded,” said Siciliano. “But the lack of attention to computer security on the part of individual users is making law enforcement’s job all the more challenging and urgent. Anyone with a personal computer must take antivirus and firewall security seriously.”

Siciliano added that criminal hackers use computers compromised by spyware and viruses, including those that facilitate botnet activity, to commit identity theft and fraud.
